City of Pasco is moving forward with doughnut hole plans
FRANKLIN COUNTY, Wash. - The City of Pasco is moving forward with plans to annex an unincorporated part of Franklin County into the city limits. However, opponents of the move are also gearing up for a fight.
A hearing was scheduled Monday in Franklin County Superior Court to stop the annexation process, but it was delayed for a week.
Meanwhile, the City of Pasco is moving forward with the annexation process unless the courts rule otherwise.
On Thursday, the City's planning commission will hold a public hearing 7:00pm on zoning change recommendations that will be considered for the area.
"The area is developed with very low density housing, a little bit of commercial along Court Street. And I would anticipate that the planning commission would recommend that zoning reflects what's out there now," said Rick White, Community & Economic Development Director for the City of Pasco.
One man who opposes the process of annexation says it would make it impossible for the residents of the doughnut hole to create their own city, which is what the group filing the lawsuit is trying to do.
"The city has consistently modified what it says its going to do. The city has shown disregard for the residents here and has essentially forced them into the city. The only thing we've asked for is the right to vote," said Mark McFarland, an opponent of the process.
They gathered more than 900 signatures to move forward with the process, but say it will be impossible if the land gets annexed before their November hearing with commissioners.
