KENNEWICK, WA. -- Loren Moreno, who lost his wife and and daughter in a double murder in Kennewick three years ago has filed a lawsuit against four Washington agencies.
Moreno recently filed a claim asking for $20 million from the City of Kennewick, Grant and Benton Counties, and the state of Washington.
He says James Moran was let go by several state agencies after a fingerprint mistake.
James Moran was wanted for the killings but was let go after being arrested in Portland because his fingerprints weren't found on an FBI database.
He was booked in Grant County and Sheriff's Office said they followed protocol, sending the fingerprints to Olympia. However, Kennewick City Attorney, Lisa Beaton, says those fingerprints never made it.
Beaton says, "the fingerprints that were in the state finger print system we not in the FBI system, which is interstate."
Beaton says this was a true glitch in the system, and odds are the claim will lead to a lawsuit.
Now the agencies have 60 days to decide to accept or reject the claim, but it could take longer.
